Splav is a "hand made" river boat, anchored all the time; to some, it servers as a holiday home, some spend the whole summer in there, but in a number of cases it can also be adopted to be a caffe / club / restaurant on the river. Splavs are extremely popular in Belgrade during the spring and summer months.
